Partners In Health (PIH) is an international health organization relentlessly committed to improving the health of the poor and marginalized. PIH partners with local governments to build local capacity and works closely with impoverished communities to deliver high-quality health care, address the root causes of illness, train providers, advance research, and advocate for global policy change.

PIH currently has implementation programs in Haiti, Rwanda, Lesotho, Liberia, Malawi, Peru, Mexico, Russia, Sierra Leone and Navajo Nation. Through our partnership with Harvard Medical School and the Brigham and Women’s Hospital, we support a wide range of programs in dozens of other countries around the world.

Position Overview:
Partners In Health is leading an effort to combat the Ebola outbreak and rebuild health systems in West Africa, working alongside an outstanding grassroots organization—Last Mile Health in Liberia. Together we are working to train health workers, identify sick patients, and deliver quality care. As the epidemic advances, we need support to provide comprehensive prevention, care, and treatment. PIH is committed to supporting the delivery of comprehensive health services in Liberia, and to work in concert with our partner organizations’ community and health center efforts.
The Human Resources Director sets the direction of the human resources department and provides advice and support to managers and staff on all aspects of HR management.

Responsibilities:

  • Works with the Senior Management Team to strategize around human capital needs, create staffing plans, manage employee relations and communicate PIH’s policies and practices.
  • Manages 5 to 8 HR staff directly.
  • Directs and coordinates recruitment, hiring, onboarding, promotion, and, when needed, termination of staff.
  • Liaises with senior managers to monitor and review staff performance.
  • Conducts orientation and training programs for new employees and semi-annual performance reviews of existing employees. Provide coaching and other developmental opportunities for managers to support PIH culture.
  • Ensures job descriptions and employee files are up to date.
  • Ensures Partners In Health Liberia complies with labor laws and the highest standards of professional conduct.
  • Administers compensation, benefits and performance management systems, and safety and recreation programs.
  • Provides current and prospective employees with information about policies, job duties, working conditions, wages, and opportunities for promotion and employee benefits.
  • Performs difficult staffing duties, including managing understaffing, mediating employee conflicts, terminating employment contracts, and administering disciplinary procedures.
  • Travels to remote counties as needed.
  • Working hours: 8:30 a.m. - 5:30 p.m. Additional hours sometimes required.

Qualifications:

  • Minimum three years work experience in administration and human resources.
  • Bachelor’s degree in Human Resources Management, Non-Profit Management, Business Management or relevant field; Master's degree preferred.
  • Prior experience in managing and leading strong and diverse teams.
  • Demonstrated ability to interact professionally and with sensitivity with culturally diverse staff.
  • Proven ability to manage people and projects.
  • Strong people management skills.
  • Ability to design and implement administrative processes and systems, both independently and as part of a team.
  • Excellent written and oral communication.
  • Great attention to detail.
  • Strong ability to understand and manage data.
  • High proficiency with Microsoft Office Suite, with particularly high Excel proficiency
  • Integrity and respect for confidentiality of HR records is a must.
  • Adaptability to work in a rapidly changing environment and flexibility with schedules.
  • Commitment to global health and social justice.
  • English proficiency required.
  • Must be legally eligible to work in Liberia.
