Position Title: HIV/TB Clinical Manager

PIH partners with local governments to build local capacity and works closely with impoverished communities to deliver high-quality health care, address the root causes of illness, train providers, advance research, and advocate for global policy change.
Partners In Health Sierra Leone (PIH-SL) helped to lead the effort to combat the Ebola outbreak and now is focusing to rebuild the health systems in West Africa. The Ebola epidemic further devastated an already weakened health system, and most health programs ceased to function during the outbreak, including many HIV and TB program activities. The Sierra Leonean National TB and Leprosy Program (NTLCP) is now working to improve TB and MDRTB case detection and treatment, and has just launched its MDR-TB program in early 2017 with support from PIH-SL. The National AIDS Secretariat (NAS) and National AIDS Control Program (NACP) are working to increase HIV case detection, improve linkage to care and treatment adherence, as well as quality of HIV care. PIH-SL is supporting NAS/NACP with implementation of these activities in Kono.
Position Overview
The HIV/TB Clinical Manager will work closely with the Chief Medical Officer and PIH-SL clinical team to support our HIV and TB clinical services in Kono District. This position will also work closely with the National AIDS Secretariat (NAS), National AIDS Control Program (NACP), and the National TB Program (NTLCP) to provide technical assistance, support for Global Fund activities, and support for the newly implemented MDR TB program.
**This position is contingent on receipt of donor funding.
Specific Responsibilities
HIV/TB Clinical Program Management
- Oversee HIV and TB clinical programs at Koidu Government Hospital, WellBody Clinic, and at the community level with our HIV/TB CHWs in collaboration with our CHW team and MOHS colleagues.
- Ensure that clinical systems, protocols, and procedures are established, fully implemented and assessed for effectiveness. Ensure that PIH-SLprograms are consistent with international standards, guidelines and recommendations for the management of HIV, TB and MDR-TB.
- Perform clinical teaching, mentorship and capacity building of cliniciansin HIV and TB management.
- Provide supervision and mentorship to PIH-SL clinical officers (physicians, nurses, midwives and other providers), working with the team to provide direct patient care to support improved clinical outcomes.
- Collaborate with the Lab, Pharmacy and Operations teams to ensure infrastructure, equipment, medications and other supplies meet HIV/TBclinical needs, avoid stock-outs, and support strengthened care at our supported facilities.
- Support the National MDR-TB Program by providing technical assistance to NTLCP and Lakka Hospital.
- Support expansion of MDR-TB clinical and community activities in Kono, in collaboration with the NTLCP, and with support from USAID (PIH STRONG grant).
PIH-SL Leadership
- Work closely with the Chief Medical Officer to support clinical strategic planning.
- Work closely with the CMO, Finance Director and Grants Manager toprovide oversight of our HIV/TB clinical budget, including funding from Global Fund and USAID (PIH STRONG).
- Work closely with the Director of Policy and Partnerships to develop grant proposals and reports to current and potential donors.

Building Partnerships
- Work closely with the Executive Director, CMO, and Kono District Director to build and maintain relationships with our government partners, including the MOHS, NAS/NACP, NTLCP, district health management team (DHMT), hospital medical superintendents, other international organizations, and health center leaders.
- Collaborate with PIH clinical team in Boston, members from the district and national MOHS, and other international organizations to share best practices.
Qualifications
- MD or equivalent medical training and board certification with specific expertise in HIV, TB and MDR-TB clinical care and program management.
- At least three years of experience managing clinical personnel, budgets, and/ or program activities.
- At least four years of clinical experience in a low-resource health care setting.
- Prior experience in managing and leading strong and diverse teams.
- Prior experience in linking clinical departments with abroad academic partners.
- Ability to be flexible and effective in the face of unexpected challenges.
- Experience in public health is a plus.
- Exemplary interpersonal communication skills, verbal and written, required to effectively engage with senior leadership, partners, and clinicians on sensitive political and confidential issues.
- Evidence of providing culturally sensitive and competent quality care in an extremely stressful environment.
- Proven ability to exercise good judgment, demonstrate political astuteness, and tact.
- Commitment to social justice in health care issues.
- Prior experience working in resource poor settings. Sense of humor and flexible disposition very helpful. The candidate should have a demonstrated ability to be flexible and effective in the face of unexpected challenges as well as the willingness to accept a standard of living that is clean and comfortable but simple.
- Ability to live in Sierra Leone for duration of contract.
