Reporting to: County Director
Location: Grand Gedeh County/Grand Kru County, Liberia

Through our partnership with Harvard Medical School and the Brigham and Women’s Hospital, we support a wide range of programs in dozens of other countries around the world.
Position Overview:
The Clinical Program Manager oversees the clinical strategy and care at the various facilities within a specific county. We are seeking an individual experienced in leading and managing clinical programs who can provide key assessment, program development, management, implementation, and evaluation support for various projects related to clinical improvement in their assigned county- Grand Gedeh or Grand Kru. This person will work very closely with senior PIH Clinical leadership to strategize, plan, and execute projects that improve the quality of clinical care at MoH sites supported/managed by PIH Liberia team as outlined in PIH clinical priorities, most notably the “Restoration and Strengthening of Essential Health Care Service Delivery in Grand Gedeh and Grand Kru Counties” project. Additionally, this person will be expected to manage both plans and people related to these projects, making day to day operational and strategic decisions independently (or with limited oversight) to ensure successful implementation. Candidates must have excellent planning, management, writing, analytical, communication and cultural sensitivity skills as they will be working closely with county health teams, donors, and partners involved in the project. The candidate must have a passion for results and a commitment to excellence.
Specific Responsibilities:

  • Serve as a clinical program manager of assigned county in Liberia.
  • Hold day-to-day decision-making authority on strategic and operational issues within clinical programs within the county.
  • Provide technical expertise in the areas of program development, management, implementation, and evaluation for clinical improvement projects.
  • Collaborate with the County Operation Manager, the Community Health Specialist and the specific program and grant managers for projects and local staff to plan, develop, implement, and evaluate clinical program activities and strategy.
  • Plan and schedule project timelines and milestones, and work with staff to create feasible action plans for each primary health care facility upon completion of baseline assessments.
  • Collaborate with and report to the County Director for your assigned County or region. Work together to develop, implement, and evaluate clinical program activities and strategy.
  • Support the development of program management, development, implementation, and evaluation skill sets of fellow field staff and MOH colleagues.
  • Provide key programmatic insights and expertise in priority clinical areas (Ebola, HIV, malnutrition, child health, CHWs, women’s health, TB, etc.)
  • Coordinate activities with other departments in Liberia and Boston, including finance, communications, development, nursing, advocacy, international operations, and training as appropriate.

Qualifications:

  • Master’s Degree required. MD preferred.
  • Extensive experience in public health, public administration, health care management, or international development required.
  • At least 6 years of experience developing, managing, implementing, and evaluating clinical improvement projects in low-resource settings.
  • 2-3 years of supervision and management experience of staff required.
  • Demonstrated experience in at least one major priority clinical area (Ebola, HIV, malnutrition, CHWs, women’s health, TB, PMTCT, NCDs, child health) highly desirable.
  • Budget development and management experience required.
  • High level of comfort analyzing, interpreting, and organizing quantitative and qualitative data.
  • Strong administrative and organizational skills, especially the ability to plan, organize, and follow through with a variety of constituencies, handle multiple assignments, prioritize work flow, adapt to fluctuating workload, and meet deadlines.
  • Experience working in an emergency setting or disaster relief strongly preferred.
  • Ability to live in rural Liberia full-time required.
  • Prior experience working in resource-limited setting required. Experience in Liberia a plus.
  • Ability to collaborate professionally with culturally diverse colleagues and constituencies.
  • Ability to work independently and take initiative, as well as work cooperatively with a diverse team.
  • Excellent computer skills, including fluency in Microsoft Office (Word, Excel, PowerPoint) programs.
  • A commitment to social justice.
