Position Title: Director of Policy and Partnerships
Location: Liberia

General Responsibilities:

The Director of Policy and Partnerships will lead policy, advocacy and partnership development for the growing organization. This position will work closely with key donors, implementing and technical partners and the Ministry of Health in Liberia ensuring that PIH's ongoing programs are aligned with national priorities and regulations. In addition, the position will work closely with the Executive Director in developing new strategic initiatives and overall strategic planning.

Specific Responsibilities:

Policy and Advocacy

  • Support the Government of Liberia, especially the Ministry of Health, in achieving their vision for accessible high-quality care at the community, county and national levels, by providing technical and coordination assistance in key policy areas-- esp. HIV/TB, DR-TB, CHWs, MCH, NCDs, and mental health.
  • Continue to position PIH as a leading thought and technical partner to MOH
  • Manage team of Policy Advisers seconded to MOH and ensure technical assistance work is aligned with PIH Liberia strategic objectives
  • Contribute to GoL policy and program development through participation in working groups and technical advising, and coordinate with PIH technical experts in areas of key interest to MOH to provide inputs to technical processes, guidelines development and policy documents
  • Work closely with the Executive Director and PIH global research/communications/leadership teams to articulate the work in Liberia and craft advocacy agendas to leverage PIH’s work in Liberia to influence global funding and policy agendas on critical global health and social justice issues.
  • Elevate the voice of Liberians in the broader movement for global health equity by sharing our successes and challenges in recovery and health systems strengthening

Partnerships

  • Identify, evaluate, and steward partnership opportunities that will strengthen PIH’s capacity to achieve our mission in Liberia
  • Support teams in formalizing and managing programmatic partnerships
  • Build in collaboration with the Executive Director, strong relationships with all key partners through transparency, flexibility and mutual respect.
  • Ensure PIH is entering into partnerships with humility and generosity of spirit.
  • Maintain a consistent presence in all relevant partner forums and technical working groups on a national and District level to ensure maximum coordination with other NGOs and government agencies.
  • Conduct regular active outreach to key partners and individuals.
  • Publicly represent PIH with external constituency groups, including government, donor, NGO, and media, and build excitement for PIH’s mission.

Coordination and Communication

  • Ensure consistent flow of information within PIH Liberia regarding policy developments, partnership developments, funding and advocacy landscape analysis
  • Liaise with PIH program staff and central MOH to ensure PIH programs are aligned with MOH priorities and regulations
  • Provide analysis and updates on key MOH policies and priorities relevant to PIH’s work to Executive Director and key program staff
  • Ensure PIH programs are fully compliant with all government regulations, responsive to all government requests for information, aligned with all standard government protocols, procedures, up to date on all required registrations, MOUs, etc.

New Strategic Initiatives

  • Steward planning for new strategic initiatives—e.g. New Southeast Teaching Hospital—with Executive Director

Strategic Planning, Program Review and Teambuilding

  • Partner closely with the Executive Director to chart PIH’s future growth and strategic response to an ever-increasing demand for the organization’s services.
  • Support the Executive Director in developing and implementing PIH’s overall strategy, including co-manage 5-year strategic planning process
  • Promote regular and ongoing opportunities for all staff to give feedback on program operations.
  • Manage and facilitate annual program planning and quarterly reviews with the Executive Director.
  • Partner with program and team leads on the development and implementation of program strategies and work plans
  • Together with Executive Director and team leads, establish and monitor progress against the program and organizational metrics and milestones. Ensure alignment and cohesion of program strategies and cohesive approach to achieving goals
  • Identify opportunities for PIH to leverage cross-program strengths to take advantage of new opportunities and/or to address organizational challenges
  • Develop and implement a system for tracking and reporting on the progress of the strategic plan implementation

Development

  • Supervise Partnerships Officer in cultivating new relationships and expanding recurring revenue streams
  • Identify and pursue the Executive Director and Partnerships Officer new funding opportunities through in-country relationship building and donor stewardship
  • Provide oversight to the Partnerships Officer in ensuring high-quality proposals and communication with donors

Reporting

  • Monitor all reporting and ensure high-quality reports to donors
  • Help facilitate monthly meetings with each project grant team to ensure strong ongoing management of project deliverables

Qualifications:

  • Master’s Degree strongly preferred in relevant public health or policy field
  • At least five years of experience developing partnerships and policy, particularly with government bodies
  • At least three years of experience managing personnel, budgets, and/ or program activities
  • Ability to be flexible and effective in the face of unexpected challenges
  • Exemplary interpersonal communication skills required to interact effectively with senior leadership, partners, and clinicians on sensitive political and confidential issues.
  • Ability to collaborate effectively with culturally diverse staff across departments and country.
  • Excellent communication skills verbal and written
  • Interest in social justice strongly desired
  • Experience living and working in resource-limited environments is strongly preferred.
